I found Pledge to do wonders on the HOTPIPES +BOV which works great on metal and more.  Z

I dont think it should move..and i know you said the turbo was replaced and thats why its oily but at that ring it looks oily and dust is sticking

Your wastegate duty can and will go to 100 when spooling and desires tip is higher than actual but you need to look at your log in your multigear pull at 5000 rpm and up...the wastegate duty takes off and boost drops....look at map. You should have no problem maintaining 14 psi at your elevation...you should only see map drop 10 kpa at most from 5k to 6k and yours drops 20 i think...look at 3rd gear not others

For any of you who had the oem pipes cause a boost leak, where did it fail? Is that coupler the most common spot?

Here is a member who had the same identical issue as your's and it's very common for the charge pipe to split there due to excessive heat which primarily is found by the rear/back of the engine.
The front turbo hose is another weak point vulnerable to the elements. Z

Took off both BOVs, rings looked good, maybe the rear had some oil under it. Ill have to inspect it again tomorrow and get some good pics

How can i safely clean the green seal on the bov? Can I take it off the bov and wipe it down with something? Can I test these factory BOVs somehow?

The seal is very(fragile)especially the orange/red Diaphragm/plunger which they DO NOT sell separately.
I would inspect for any rips or tears and clean it gently with a moist shop towel while avoiding any harsh chemicals and you should be fine. Z

This is a bit maddening without the right tools to test. I just took more pipes off, checked connections.

Is the TB supposed to be lined up the way it is to the upper intake?

Had a bunch of oil under the TB hose, picture of bottom of that hose attached with throttle blade in the background

Yeah the T/B looks like its aligned well.  Z
It might be a good time to clean the CAC(Intercooler).
