Title: Wastegate duty cycle thoughts

Tuning folks, this one is for you..
10-12 ecu flex/sho
As I request throttle, wastegate duty cycle pins full on.  99.99%
This is light throttle or more.
From a stop or a roll.
Acts as if it's trying to clear the exhaust/or any current boost.
This is for a few ms to a full second, then gets back to pwm for the rest of the drive.
This is a tune, but acts the same throughout different tunes
So, is this a normal act?

Would need to see logs... are you tuning this car? The WGDC will ramp up quick in order to quickly spool the turbos to hit desired load...

Have you checked for boost leaks?

Well, I had my thoughts 180'D
As I was reading it, I thought 100% was fully opening the waste gate. 
100% is a full boost request, less duty cycle is to throttle the flappers open
