Not building desired boost pressure

May be a sensor problem OR like the gear on the sunshade - missing a tooth so slippage isn't noticeable until load is put on it.  Unless you can find a loose hose, I will stick with the faulty actuator theory.  I got nothing else.  Hopefully someone more experienced can come up with something.  I would pm mrhighcaliber, he is very handson, and very likely to come up with a workable solution.

If tuned:  Take note of the strategy code as you return to stock (including 3 bar MAP to 2 bar MAP) -> take car in & get it serviced -> check strategy code when you get car back -> have tuner update your tune if the strategy code has changed -> reload tune -> ENJOY!

I am still using the stock valves... I purchased new ones from Tasca.

The way I found out was to pressurize my intake system with a compressor. (4-5 psi)
Sprayed the intake parts with soapy water and found bubbles.
