Are there any TSB's?

Will Ford warrant this?

Is there an inexpensive solution other than dipping?

Dip or replace with SEL lights that don't have the chrome.  Every set peels, junk that Ford fawked up on.

If you are up to it, you can try taking the "chrome" off with sandpaper and then painting it with a similar color or a color you prefer.  The "chrome" might be sticky, so have enough abrasive on hand :)

If tuned:  Take note of the strategy code as you return to stock (including 3 bar MAP to 2 bar MAP) -> take car in & get it serviced -> check strategy code when you get car back -> have tuner update your tune if the strategy code has changed -> reload tune -> ENJOY!

It won't be covered under warranty.

Funny mine were - but I was still under the 3/36 bumper-to-bumper then.
The replacements have held up just fine for almost 3yrs now. I think Ford got them straightened out OR I got lucky and got a good set. Check your local salvage yards - bet you can find a set much cheaper than OEM part from Ford.

I have a 2011 SHO that had the same issue.  I took it to the dealer and they replaced the tail lights for free, even being out of warranty.  That was about a year ago and they still look brand new.  Here's the link to what has already been addressed in other posts.

my dealer wouldn't replace after 3yr-36k, so far just some light peeling, but if really goes will do the sand & paint as one member did & looked good & has held up. not interested in dipping, don't like the look of dip up close as i car show my sho

When my dealer replaced a third set and they started peeling, I did what Ford would not do. I bought a set of SEL tails from a salvage yard and popped them in myself. I think they look great and finally no more peeling chrome!
