Loose clamps on turbo piping?  Wastegates sticking open just a tad?

008b doesn't sound right, haven't seen that yet on these cars:

P008B OBD Code Definition:
Low Pressure Fuel System Pressure – Too High
2007 Ford Edge SEL, Powerstop F/R Brake Kit, TXT LED 6000K Lo & Hi Beams, W16W LED Reverse Bulbs, 3BSpec 2.5w Map Lights, 5W Cree rear dome lights, 5W Cree cargo light, DTBL LED Taillights

If tuned:  Take note of the strategy code as you return to stock (including 3 bar MAP to 2 bar MAP) -> take car in & get it serviced -> check strategy code when you get car back -> have tuner update your tune if the strategy code has changed -> reload tune -> ENJOY!

I couldn't find any. Bov stays open when I hit 4th gear tell all the boost is gone

Also. It peaks at 13 psi before letting loose

I guess as a DIY you can check to make sure the wiring & clamps/screws on the MAP sensor and the Turbocharger Boost Pressure (TCBP) / Charge Air Cooler Temperature (CACT) Sensor are snug.  It's kinda difficult to check for bad turbos, though you might be able to visually inspect/test the wastegates.

Chilton has free manuals online for the 2010-11 Taurus that may help out with info:
