If it's not a fuse, and is the actual pump itself, I can't recall if it can be accessed by removing the lower (smaller) under belly pan, or not?

If not, the front bumper clip would have to be removed, in order to access it, then it's just a matter of simply popping out the old, defective pump, and popping a new one in it's place.
Probably more work involved in just getting to it (the pump) then R&R'ing alone.
You may find water in the pig tail of the electrical connection if you should choose to perform the repair on your own..... it's location is just in a kind of precarious spot that causes moisture to travel up the loom from the connector.
Check the "How-To's" for front bumper cover removal, as well as a few of the methanol installs, as there are pics in there of the OEM washer fluid tank, and the pump for same.
