2012 F150 ecoboost vacuum at turbo actuator at idle

Hi, still puzzled, why doesn't the vacuum line have any vacuum on passenger side turbo when truck is idling. driver side has good vacuum, passenger absolutely nothing.
also as a test I took off the vacuum line and drove a short distance and truck drove exactly like it does with the line connected. it's going woosh woosh.
im assuming the passenger side actuator could be the problem. anybody help?

UPDATE! took off the lines before the solenoid and there is also no vacuum there. seems like the line is connected to the turbo charger. and there is no vacuum at that port. is this normal?

well apparently it's normal. I took the right side actuator off and there was NO vacuum at idle.
im even more confused now.

sorry, I meant. I checked on my 2013 model and there was no vacuum at idle.
